DID THIS TOW TRUCK TRY TO KIDNAP SOMEONE?

It’s a question some are asking after seeing this video and they want the police involved. Apparently, this tow truck in San Francisco was stopped at the red light and tried to hook up the car behind him using the tow bar. He purposely puts it down and tried to back under the car behind him that had people in it. The car keeps backing away as much as they can until spectators seem to scare off the tow truck. The scary thing is that the tow company used to have a contract with the city until it was found they were illegally towing parked cars and basically holding them for ransom. Is this their next scam? It’s like something out of a movie where the bad guys catch James Bond or a heist movie where they steal the money truck.
